The Zoning Administrator shall consider:
1. An Exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Class 1) and that there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines, Section 15300.2 applies;
2. Pursuant to Los Angeles Municipal Code Section 12.24-M, a Plan Approval as required by Condition No. 50 of ZA-2017-4754-CU-SPPA-SPP-PA1 to review condition compliance for the continued operation of a 1,999 square-foot fast-food restaurant with an ancillary drive-through with outdoor seating and hours of operation from 5:00 a.m. to 12:00 a.m., Monday through Saturday in the C4-1VL and RA-1 Zones.
